Having regard to the exceptional circumstances, I am in agreement with the views expressed in the penultimate paragraph of Mr. Radford's minute above. I think it might be as well, however, to emphasise the necessity of obtaining the approval of the Legislature for these arrangements, and of the submission to them of annual audited accounts and balance sheets, which would, I assume, reflect the transactions in the four banking accounts mentioned in paragraph 13 of the Governor's despatch at No. 1, including also the balances of the various suspense accounts. Copies of these audited accounts might with advantage be appended to the Colony's Annual Accounts.

2. With regard to paragraph 17 of the Governor's despatch, the Director of Audit's Report referred to does not add greatly to the information herein, but I can let you see it, should you desire to do so.
